Victory over Genocide Day
7 January commemorates the end of Khmer Rouge rule in Phnom Penh in 1979. Understanding the occasion calls for attention to victims, survivors and historical evidence.
When it happens
This one-day anniversary falls on 7 January each year in the Gregorian calendar, during the dry season. In both 2026 and 2027 its date is 7 January. The anniversary is distinct from public-holiday status, which follows the annual sub-decree, and from separately announced ceremony schedules. The app calendar shows the date for each year.
History
On 7 January 1979, Vietnamese forces and Cambodian forces opposed to the Khmer Rouge took Phnom Penh. Democratic Kampuchea’s rule in the capital ended. Fighting and suffering did not cease throughout Cambodia on that single day, however. Distinguishing the capture of the capital from the longer history of war and recovery helps readers understand both the importance of the event and the difficulties that followed it. The ECCC timeline provides the historical context for the events of 1979 and remembrance of victims.
Victims and remembrance
Khmer Rouge rule brought mass death, forced labour, family separation and severe damage to social life. Families experienced these events differently, and some survivors do not wish to recount what happened to them. Respectful remembrance means listening without demanding testimony. Avoid adding unverified casualty figures or graphic details. A person’s silence should not be mistaken for an absence of memory, grief or knowledge about the period.
Learning and commemoration
Institutions may arrange commemorations and history-learning activities. Families can consult materials from the Extraordinary Chambers in the Courts of Cambodia or visit a museum after considering what the visit involves. For children, choose age-appropriate explanations, avoid disturbing images and identify a trusted adult they can speak to if they become upset. Learning should build understanding and care rather than require an emotional response from every participant.
Respectful discussion
Use evidence and distinguish personal memory, documentary records and political interpretation. Respect grief and avoid assigning blame to present-day individuals because of their family or ethnicity. Obtain consent before recording or sharing testimony. A useful family conversation can connect historical learning with preventing violence and protecting human dignity today, while recognising that survivors may hold different views about how the commemoration should be understood.
Careful family conversations
Ask in advance who wants to share memories and whether recording is welcome. Stop detailed questioning if someone becomes uncomfortable. Younger relatives can begin with a simple timeline or places where the family lived. Distinguish direct experience from information learned later without dismissing either. Keep track of sources and unanswered questions when consulting further records. A gap in knowledge is not a reason to invent an answer. Respect a family’s choice to keep some memories private.
Work and days off
7 January is normally a public holiday. The Royal Government confirms official holidays through an annual sub-decree. Check notices for any commemoration you intend to attend and allow people to choose a form of remembrance suited to their circumstances.
