មហាសន្និបាតអង្គការសហប្រជាជាតិអនុម័តសេចក្ដីប្រកាសជាសកលស្ដីពីសិទ្ធិមនុស្សនៅ១០ ធ្នូ ១៩៤៨។ ក្នុងឆ្នាំ១៩៥០ សេចក្ដីសម្រេច៤២៣(V)បានអញ្ជើញឱ្យប្រារព្ធទិវាសិទ្ធិមនុស្សប្រចាំឆ្នាំ។ ប្រវត្តិដែល OHCHR និងអង្គការសហប្រជាជាតិផ្សព្វផ្សាយបង្ហាញថា ទិវានេះរំលឹកគោលការណ៍សេចក្ដីថ្លៃថ្នូរនិងសិទ្ធិសម្រាប់មនុស្សគ្រប់រូប។ ការអានប្រវត្តិនេះគួរបែងចែកពីការវិនិច្ឆ័យបញ្ហាច្បាប់បុគ្គលជាក់លាក់។

Human Rights Day
10 December marks the adoption of the Universal Declaration of Human Rights in 1948. It provides an occasion to learn about dignity and non-discrimination.
When it happens
This one-day observance falls on 10 December each year in the Gregorian calendar. In both 2026 and 2027 it is 10 December, during the dry season in Cambodia. Schools, communities and institutions may schedule related activities on another day. The app calendar shows the date for each year.
History
The UN General Assembly adopted the Universal Declaration of Human Rights on 10 December 1948. In 1950 resolution 423(V) invited annual Human Rights Day observance. OHCHR and UN histories connect the anniversary with dignity and rights for everyone. Learning this history is distinct from deciding an individual legal case.
Meaning
The Declaration sets out principles concerning the rights of all people. Cambodian readers can begin with respect for others at home, school and work. Learning should distinguish broad principles from the laws and procedures applicable to a particular situation. A calendar introduction cannot determine the legal outcome of an individual problem. Read an identified translation and ask for an explanation when a term is unfamiliar.
For children, discuss listening and avoiding insults, welcoming questions without requiring disclosure of private experiences.
Respectful participation
Read a short article with relatives and discuss an everyday example of non-discrimination. Do not require anyone to disclose a distressing experience or private documents. Check sources before repeating a claim about a right or remedy. The day should not be assumed to be a Cambodian public holiday every year; official days off are set by the Royal Government’s annual sub-decree.
