International Day of Persons with Disabilities
3 December highlights the rights and participation of persons with disabilities. Removing barriers starts with listening to those directly affected.
When it happens
This one-day observance falls on 3 December each year in the Gregorian calendar. In both 2026 and 2027 it is 3 December, during the dry season in Cambodia. Schools, communities and institutions may schedule related activities on another day. The app calendar shows the date for each year.
History
The UN proclaimed the International Day of Persons with Disabilities in 1992 through resolution 47/3. A later rights milestone was adoption of the Convention on the Rights of Persons with Disabilities in 2006. UN and OHCHR sources connect the day with rights and full participation. Cambodian activities should ask people with disabilities directly which barriers need addressing.
Meaning
Buildings, information, transport and attitudes can create barriers to participation. Cambodian households, schools and workplaces can ask which obstacles they can remove. Do not assume a person’s ability from their appearance or use of an assistive device. Rights and dignity do not depend on inspiring an audience or attracting sympathy. People should be able to help decide how an activity involving them is designed.
Discuss adjustments with users directly rather than assuming one solution meets everyone’s needs.
Inclusive participation
Ask before helping and speak directly to the person rather than only to a companion. Check entrances, toilets, seating and information formats. Do not move a wheelchair or assistive device without permission. Give participants a clear way to request adjustments before an event. This is not generally a Cambodian public holiday; the Royal Government sets official days off annually by sub-decree.
