Constitution Day

This day marks the promulgation of the Constitution on 24 September 1993. It provides an opportunity to learn about national institutions, rights and responsibilities.

When it happens

This one-day anniversary falls on 24 September each year in the Gregorian calendar, during the rainy season. In both 2026 and 2027 its date is 24 September. The anniversary is distinct from public-holiday status, which follows the annual sub-decree, and from separately announced ceremony schedules. The app calendar shows the date for each year.

History

The Constitution was promulgated on 24 September 1993 following the United Nations-supported election. It established the constitutional framework of the Kingdom of Cambodia. Promulgation should not be confused with the earlier date of adoption. The commemoration can begin with a simple idea: a constitution sets fundamental rules for a country’s institutions and provides a basis for understanding other laws and the relationship between the state and its people. The Constitution and the UN’s UNTAC history document this transition.

What readers can explore

Readers can explore provisions concerning the monarchy, state institutions, citizens’ rights and duties. Choose one topic, such as education or the role of a particular institution, and read the relevant text rather than relying only on a slogan. The Constitution has been amended, so legal use requires the current official text. This calendar introduction is an educational overview and cannot resolve an individual legal problem or substitute for qualified advice.

Observance in Cambodia

Institutions or schools may arrange educational activities according to their own programmes. A family conversation can consider how responsibility and respect for others’ rights appear in everyday situations. There is no single required food or religious ritual for this national day. Useful activities include reading a short extract together, identifying an unfamiliar institution or comparing a reliable Khmer text with a translation while checking that they refer to the same version.

Reading carefully

Check a document’s source, version and date before sharing it online. Do not remove a sentence from its context or assume that a general provision settles every practical question without considering related laws. Encourage children to ask about difficult vocabulary. In discussion, allow different views while returning to the text, relevant evidence and the dignity of the people involved. This makes constitutional learning more useful than memorising a date alone.

Learning from a document step by step

Choose one topic at a time and note unfamiliar terms for further explanation. Children should feel free to ask about national institutions. Compare two institutional roles using simple examples without adding claims the text does not make. Record a document’s version and source before distributing it. Read aloud for someone who finds small print difficult while preserving the meaning. If disagreement arises, return to the text and seek knowledgeable guidance. Patient learning can make an important document more accessible.

Days off

Constitution Day is normally a public holiday. The Royal Government sets the official annual holiday list by sub-decree. Check opening arrangements before visiting a public office, and confirm any educational event with its organiser rather than assuming that offices and schools share a programme.
